MANILA, Philippines – Some Filipinos are getting creative to evade the no contact apprehension policy (NCAP) by covering or obstructing their license plate with electric tape so they won’t be caught by CCTV cameras.
The Metropolitan Manila Development Authority (MMDA), however, warned the public that this is a violation of the traffic code and is punishable by a P5,000-fine.
“Madami kaming na-monitor sa CCTV na nilagyan ng electrical tape, nilagyan ng masking tape [‘yung plate number]. We admire the Filipino ingenuity, pero I’m warning them. Ang penalty for this is P5,000,” said MMDA Traffic Enforcement Group Director Victor Maria Nuñez in a Palace press briefing on Thursday, May 29.

The NCAP was reinstated on Monday, May 26, after the Supreme Court lifted the temporary restraining order on the measure. NCAP only applies on selected major roads in Metro Manila.
The MMDA uses AI-powered CCTV cameras across Metro Manila to detect traffic violators, with each violation manually verified by MMDA personnel.
