MANILA, Philippines – The no contact apprehension policy (NCAP) is back in effect after the Supreme Court lifted its temporary restraining order.
This means motorists can be issued traffic tickets even without a traffic enforcer on the road as violations are monitored and recorded through CCTV cameras of the Metropolitan Manila Development Authority.
