Higher terminal fees in CAAP airports starting April 21

MANILA, Philippines – The Civil Aviation Authority of the Philippines (CAAP) has increased passenger service charge (PSC) rates in the international and domestic airports that it operates across the country.

“The updated rates are applicable based on the passenger’s airport of departure,” said a CAAP memorandum dated April 14, and shared with the media on Monday night, April 21.

For international departures, travelers will now have to pay P900 from its previous P784 rate. Domestic departures will be charged P350 for those traveling from international airports, P300 from Principal Class 1 Airports, P200 from Principal Class 2 Airports, and P100 at community airports.

The adjusted rates come a decade since it was last set, CAAP said. These were also set based on inflation from 2015 to 2025 and went through a public hearing with stakeholders.

CAAP said the new rates will only apply to those who bought their tickets on April 21 and onwards. Passengers who bought ticket before the effectivity date will be charged with the previous PSC rates.

“The PSC integrated into their tickets remains valid regardless of the scheduled travel date,” CAAP said on Tuesday, April 22.

Children aged younger than 2 years old at the time of their departure will be exempted from PSC fees. Overseas Filipino workers traveling abroad, transit passengers, and those who are denied entry are not required to pay the PSC.

CAAP said earnings from the PSC will go toward improving airport facilities and maintenance of its operations.

The CAAP noted that some airports may be “functioning outside of their original classification,” so the agency detailed their official designations in the memorandum:
